Shanghai's government is mapping out an action plan and complementary support measures for the city's biopharmaceutical industry development from 2009 to 2012. The Science and Technology Commission of Shanghai will help focus on developing pharmaceutical manufacturing, trade and outsourcing services. The city aims to become a biopharmaceutical R&D hub, an innovative product manufacturing center and logistics center in Asia Pacific by 2012, with the industry value hitting RMB 200 billion ($29.3 billion). To achieve that goal, Shanghai has been adjusting its biopharmaceutical industry structure to form six industry clusters.
