Executive Summary
The National Institute for health and Clinical Excellence,which advises the national health service in England and Wales on health technology, has changed the way it interacts with foreign governments, from the ad hoc exchanges which it has been engaged in for many years to a better structured consultancy service. It has formed a small division, with a few staff on mid-term contracts, and is looking for external experts, individuals and organisations (Scrip Online, September 25th, 2008).
