The Obama administration could hardly contain its glee on 14 April after the Congressional Budget Office (CBO) released revised figures showing the federal government will spend $5bn less on healthcare costs in 2014 – about $104bn less over the next decade – than what was earlier projected because premiums Americans will pay for insurance plans offered under the Affordable Care Act (ACA) will be lower than expected.
