Shanxi’s health bureau recently held discussions with 98 suppliers for failing to meet the supply requirements; it disqualified 16 companies for refusing to sign their awarded contracts, 11 for unpunctual delivery, and 14 for lacking the required delivery capabilities. In 2012, all Shanxi healthcare institutes began implementing a central tender request, procurement and settlement policy. To ensure service quality, the authorities introduced a mechanism requiring grassroots healthcare institutions to report their procurement and suppliers’ medicine delivery figures on a monthly basis.
