China's MOH Solicits Feedback On Revised Standards For Outpatient Departments And Clinics

China's Ministry of Health has circulated its revised draft on standards for outpatient departments and clinics among medical administration departments of provincial health bureaus for feedback. The document states that outpatient departments: should not provide technically complicated, difficult and high risk medical care; should not conduct general anesthesia surgery; and can perform epidural anesthesia operations only upon registered organizations' approval. Clinics can only diagnose and treat common ailments as well as conduct surgery under local anesthesia. Compared with the 1994 edition, the latest revision removes sections on outpatient plastic surgery as well as plastic surgery, medical beauty and psychiatry by clinics. In addition, MOH for the first time specifies that outpatient departments and clinics should not set up inpatient beds or obstetric tables, but can have fewer than 10 beds for patient observation.
