Like a father clutching tightly to his wallet when the kids are asking for a raise in their weekly allowance, President Barack Obama did not appear keen on giving the US FDA and the National Institutes of Health (NIH) a boost in their spending money in his $3.8 trillion fiscal year 2013 budget – proposing that Congress allot about the same levels as FY 2012 in taxpayer funds for the agencies.
