Executive Summary

Would revise current state rule regulating cosmetics, drugs and devices to require Florida-based cosmetics manufacturers and labelers to comply with Good Manufacturing Practices outlined in the drafting reg. The draft also includes a condensed version of federal labeling requirements for cosmetics. CTFA opposes establishing GMPs for cosmetics because there is no corresponding federal requirement. Additionally, regarding labeling, CTFA recommends including only a paragraph stating that if labeling of cosmetics complies with FDA regs, then it is in compliance with Florida regs. A workshop on the cosmetics portion of the reg was held May 19
