State Medicaid drug coverage would be restricted by per capita cap, governors' aides tell ASCP.

MEDICAID CAP WOULD THREATEN WISCONSIN COGNITIVE SERVICES PROGRAM, a staffer to Wisconsin Gov. Tommy Thompson (R) told an American Society of Consultant Pharmacists conference March 18 in Washington, D.C. Wisconsin's state Medicaid program is "working with our pharmacists to make sure that people understand how to take their medications. We are trying to prevent misuse of medications," federal liaison Mary Catherine Mantho noted. Mantho predicted that "innovations like that will stop if there is a cap on the program." President Clinton's FY 1998 budget request proposes a per capita cap on Medicaid spending increases ("The Pink Sheet" Feb. 17, p. 3).
